I don't think that is true.
I don't know about the Peugot 206 specifically, but in general cars are a lot less expensive in the US and Canada. Holland is particulary expensive for buying cars. It has to do with taxes. A car that costs arround $20.000 in the US could cost 30.000 euro in holland. The same applies to fuel (500% or so taxed).
As for food and clothing, it is highly market driven. In cheap countries you can get cheap food because the labour of preparing the food costs way and way less. If you're used to jump a taxi in the US, you'll be unpleasantly surprised when taking a cap in holland for roughly the same distance. Same for going to a coffee shop to have some breakfest or lunch.
It seems that about all is cheaper in the US, except when you need healthcare, hire a lawyer or other social insurances. Buying a house in holland is utterly expensive, maybe more expensive than any country in europe (except maybe places in the UK, though that the depends on the course of the pound sterling). In holland there are many people in financial dire after the disasterous bubble break of the internet hype.
