Offshore Dot-BombIn a year or two I will write a case study. There are so called 'smart' American companies that bought into off-shoring applications design and development. They lost big time - spent millions on something almost anyone of us on the UT could have done for a lot less and have waited years for a delivery that never has happened.
A lot of this has to do with MS's "large development team" concept and "team development tools". The fewer the cooks, the less likely the broth will be spoiled.
Nothing beats knowing the people who will actually be writing your system. Nothing beats having "local" engineers with a good reputation.
But some IT manager buyers just can't resist the lure of corporate marketing offered by offshore system house. It says a lot about the state of affairs in IT departments. It would seem IT managers lack the compitence and confidence to assure they will deliver a project and will do anything to duck their responsibility!
