Your questions don't need to be anywhere near that difficult to be able to do that. We've gotten our quiz down to 10 questions. Most of them are pretty basic, yet a lot of people can't answer them correctly. If they pass the quiz, we'll give them 1-1.5 hours to write a simple date entry form with some basic specs that we give them. This gives a lot of great insite as to what their real skill level is, and their coding style.

My perspective on this is that if people I consider "great" developers can't easily answer the question, it's not going to do me much good while interviewing "normal" developers. All it will tell me is that a lot of people have never run into the situation where they needed to find out the answer.
