All those amendments do not show where in the Constitution that women and blacks were prohibited from voting. It indeed does not. The problem of restricting voting rights is in the 10th amendment:

Amendment X

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

The amendments that came after the Bill of Rights were needed to supercede the voting laws promulgated by the States.
