You shouldn't have to install the VFP8 dev environment, no.
For VFP mtdlls only, you can just include the smaller VFP8t.dll instead of the regular larger one, vfp8r.dll(as well as the language file). Also include the .tlb and .vbr when you distribute vfp mtdlls.
