On the editing clients try flush if you still have the app running (assuming there might be the table open in another DS),
on the reporting clients try to lock before reporting as much as possible without getting into problems with other parts/clients of the program. Sounds tailor-made for flush force in 9...
For your own understanding perhaps before running the report execute a

select max(tlastChange), User, Station group by user, station into ...

for each table used in the report and save that into a protocol table perhaps with the filetimestamp of the dbf as well.
