And how would you know that?
I can tell you that 4 years in the government is a lot of stress. The cabinet all have the right to leave after 4 years. The president chose to go another 4, but his cabinet does not have to. You are reading way too much into this. But if you want to find a conspiracy behind everything in W's administration then logic won't help much.
