Jimmy Carter asked his entire cabinet during his first term to submit their resignations but he accepted only four or five of them. It didn't help Carter. He had problems getting anything done with a congress that was controlled by his own party.

>>This is normal for 2nd term Administrations. Typically ALL cabiniet members submit their resignations and the Prez then considers what kind of changes he wants to make. For many cabinet members, 4 years in DC is enough. Same thing happend under Clinton. Ease up, your bias is showing.
