Interesting question Jay. I this this question ties a lot into "what is right and what is wrong". Most people would at at first do nothing with the powers of getting away with it, but would soon loose the sense of what is right and what is wrong and start doing things that are "wrong".
It makes me think of what I heard in a movie "There is no right and no wrong there only public opinion"

There might be people today that can "get away with it": royaly(kings,queens,etc), movie stars and sport stars.

Bill Murray in Groundhog Day got sick of "getting away with it" :)

This plays heavily into Maslow's Hierarchy of Needs (http://web.utk.edu/~gwynne/maslow.HTM) and I think there would be utter chaos in the world if every person was given just one thing they could do without reprisal. I love individuals, but as humanity, I think we are greedy and self-absorbed and I would be surprised if even 1% of the population chose to do nothing. Of course, there is another discussion waiting in the wings of this topic called "What is right and what is wrong?" but we'll save that for another day...
