Several points I'd like to make in response:
1. By RTM, the flicker should be much reduced, if not eliminated.
2. From what I can see, it only appears when changing Zoom levels anyway. You can preset the zoom to a desired level very easily.
3. By design, the default Preview object in VFP9 attempts to mimic the functionality of the VFP8/7/6/5/3 report preview UI as closely as possible, but using Xbase code. As a result, there are some compromises.
4. It's a trivial thing to write your own, rock-solid, integrated preview UI into your VFP9 application. Especially if you are not constrained by (3) above.
5. The VFP9 Report System does not try to compete on features with Crystal Reports. It offers something different. You may find that it suggests solutions to problems that are not report-specific and that you would not even attempt with Crystal.
You will probably not apreciate all of the potential immediately. I know I didn't.
