I'm not sure what to download?

My problem is next:

My VFP8 application, containing no database or tables, packaged with installshield esxpress, works in my computer (win 2003 server) i.e. reads and writes data from/to Access97 format and Access2000 format. The Access table is from 3rd party application. Some of the 3rd party applications in the customer field are older ones - using Access97 format and some are newer ones - using Access2000 format. When they install my application, it works if they have the newer one. Problem is that they would not download and package from the internet to get it work with older one but rather see it to work just after the my installshield setup.exe.

Can you point if I'v missed something from the redistributables to get above behavior (i.e. what to include not to get above behavior)? Or what should I download and include to my application installation CD (if not possible to include to the installshield setup.exe) from http://msdn.microsoft.com/data/downloads/updates/default.aspx
