What are you using to run it? CDONTS won't work on XP/Win 2003 Server, but, CDO will. Some ISPs block Port 25. Mine did, but they didn't block any traffic from my computer to their SMTP server. The solution was to relay any SMTP e-mail coming from my computer to the ISP's SMTP address. My SMTP e-mail now works fine...
