There's never been a specific date that the letter was released. Going back though the past letters, I see the following "late" dates (past the first week of the month):

July, 2003: July 31
Nov, 2003: Nov 13
Jan, 2004: Jan 23

Most of the letter don't have a specific date, just the month.
