In to generalized manner, i' m not in agreement with you.
In the specific one, I have not called this to "programming bug" but to "design bug",
and on title I have not put the the "bug" word.

Instead of comments on the words, you make comments in the merit.
Know You why the VFPT has made this choice, inasmuch as it does not have sense?
