I no longer have any Win9x boxes to test on. Would it work for you to render your data into an HTML document and display it in a browser control? You'd have to make sure that the correct fonts were installed on the machine.

You might also want to go look at Steve Black's http://stevenblack.com/ website he has a really good article on how to get VFP to work with multilingual data.
