I don't think that's it. That site specifically says, "Windows XP Service Pack 2 (SP2) prevents connections to all IP addresses that are in the loopback address range except for 127.0.0.1." I'm using 127.0.0.1 for the loopback adapter. (Using localhost is really just an alias for the loopback adapter.) I might try it anyway, but it requires downloading a patch and rebooting, which I don't want to do just now...
