I have had to make a shared network EXE read only in the past to prevent odd behaviors that seemed to be related to how Windows handled the first users loading of the executable.

The loading resources problem might be the VFP9 EXE somehow finding and attempting to load VFP8 resources and croaking. These are just guesses of course, no real help here I'm afraid. Good luck.
