You can get similar messages now and then under different circumstances.
In the case of Google Toolbar, I didn't install it, for the following reason. First of all, I think it doesn't work with Opera. But I think I wouldn't use it anyway: It seems to me that it provides third-party add-on functionality to IE, which is already included in Opera. Especially the TextBox to access Google directly.
