What you need to create is called a conduit, which is basically a COM DLL that is called from the hotsync manager when you perform a hotsync with your palm device. I am not sure if you can create a conduit using VFP. I know you can use unmanaged C++ (because I have created a conduit using C++) to create a conduit and there is a pretty nice wizard available if you use VS.NET.
You should also probably download Palm CDK (conduit developers kit) available at www.palmsource.com (might have to do some searching for palm cdk or palm conduit to find it).
