I had this problem with W2K and VFP8. Turned out to be a problem with file associations.

Open Windows Explorer.
Tools->Folder Options
File Types Tab
Scroll to dbf extension and click the Advanced button.
Highlite open and click the edit button.
Action: open
Application used: "C:\Program Files\Microsoft Visual FoxPro 8\vfp8.exe" -SHELL
Use DDE: checked
DDE Action: Open("%1")
Application: FoxPro
DDE Application Not Running: (blank)
