The compiler constant are not recognised inside string literal delimited with single or double quotes but you can use []
.DYNAMICFORECOLOR = [IIF(sortkey="A",clr_Black,] + STR(.BACKCOLOR)+')

>    .DYNAMICFORECOLOR='IIF(sortkey="A",clr_Black,'+STR(.BACKCOLOR)+')
