As I mentioned previously, there is a documented issue where some of the CR components don't register when the setup program is run on a target machine that's running Win '98. You can look up the info on Business Objects's technical site and search on the specific error that you're getting. If memory serves me, part of the workaround involved registering some of the components manually. I'm not sure if that's specifically what you're getting, just a hunch.
