Have you installed the app under the username of Alan as a test?
As a test, if you open up the form's scx file as a table, look for the olecontrol record and verify that the location specified in the ole2 field is the actual physical location of the activex control on the harddrive of the workstation and that the user Alan can see it. REgister it under Alan from there.
The value in the ole2 field will look something like this example for pdf.ocx:
OLEObject = C:\PROGRA~1\Adobe\ACROBA~2.0\Acrobat\ActiveX\pdf.ocx
However, remember that the value of the ole2 field will match the actual physical path to your specific activex control (as a test)...
