My guess is you should look into Speech SDK for the response speaking, and into TAPI ( Microsoft Telephony API ) for the app itself. I played a little with TAPI, and believe me, it's not easy :-(
There are also some professional products around that do exactly that and that provide some way to automate through VFP, but i cannot find the names now. If i do, i'll repost.
