To use Paste command from commandbars the mouse cursor must be properly positioned. If you, say, wish to paste in the body area, the mouse should be there.
Except from invoking WScript.Shell object and using it's Sendkeys method, did you find any native OL procedure to move the mouse?

Usually it is uncertain how many areas there are on the message window (by default there are four: 'to', 'cc', 'subject', and body, but could be others like BCC as well). Though possible, it is a pain to use Sendkeys here.

Any ideas?
