HTML pages on a server are totally static in content.
ASP pages are dynamic and can do things like #include files as the page is served up to the user.
Tools like Frontpage have an include functionality, but that content is merged into the page at save time. After that it's a static page on the server.
Typically sites that have consistent items like you mention either use frames, or web design tools like FrontPage, or they use ASP et.al.
