Might that be the "Default include file", under "Tools | Options | File locations"? This file is included automatically for new classes.
The include file for each class should be placed under "Class | Include file". However, it is also possible (but usually not very useful) that some programmer directly wrote an #INCLUDE directive in individual methods.
