Check out http://www.sysinternals.com. They have a couple of free tools, FileMon.exe and RegMon.exe that can do that, on the user's machine.

Spyware seems easy to detect when you look at a user's running processes - it would be nice if I could have a VFP app that recorded their processes and alerted me to things running that should not be there.
