I am sure there are several ways. One might be to open a table exclusive at the start of the application and then trap for an error # 108(file in use by another) to notify user that program is already being run. You also should be able to check the task master to see if .exe is active. On part 2 how is the .dbf corrupted? error message when you try to open the file?
