I understand that but what I am asking is whether, by accepting the licence for the Universal subsacription, you are agreeing to produce an commercial application available for sale within 1 year using tools in MSDN.

That's how I read the license. I work for an in-house I.T. department so I don't believe that I am able to take advantage of this deal.
