They have to be or they wouldn't be using FoxPro in the first place. As a result I think that Frameworks would be as much of a 'worked example' than anything else especially at first.

If framework will only be utilized as a 'model example', I beg to disagree that it is a good investment. There are a lot of good examples shipped with the product, and I would say complete examples with explanations, which to me are enough tools to really understand the intricacies of the language.
