It's different. Tools/options is for the current session, and unless you Set As Default, it gets lost once you quit. And I'm not really sure it re-reads the resource file you set there, it just starts writing to it.

In config, however, is where you tell it where to read from when it loads.

In my environment manager, I am setting the resource to the local file for each project, so I get the intellisense related to the project (and of course I'm working on at least three at a time), specially the MRU lists. There's still a central one, which is where the position of my command window, doc view etc is stored. So I think I have the best of both worlds (i.e. both localized and global settings).
