I am sorry, but i think your mom is mistaken. i just asked my friend (who also lives in el paso), and he confirmed my 2 year time frame. he says there is another option which to the obove mentioned inspecion, but he didn't remember the name. he says that one you have to go every year to.
tell you the truth, i don't remember such a second option.
about prices
i found the website (in german) with a price list. now, one would have to know what all is included in a bi-anual inspection, then you could add up those prices.
