I don't think it has anything to do with piracy but probably with trade restrictions put in place, probably by the US Alcohol and Fire Arms commission.
I don't know if vfp includes strong encryption, but if it does, there's the culprit.
In any event, it's hard to imagine that our politicians aren't aware of the fact that "prohibiting" the sale of a product (especially one that's very easy to send to someone in the moon, if you will), will prevent these countries from getting their hands on it.
I guess it's true what they say: "One should not attribute to malice that which can be explained by stupidity".
