No, the number would be up to Michel. He could include or exclude MVPs as he saw fit.

That's the point of the award. It wouldn't be up to Micrsoft or Michel, but rather the community as a whole.

When I first was nominated as an MVP, I felt that way too, and still do. There are a lot of MVPs that I feel are far better than I, and I'm both honored and humbled to be included in their company.
