You might want to try FRX2Any - www.frx2any.com
This tool allows you to convert FRX report into PDF file. Also FRX2Any allows you to merge newly created PDF output file with the previously created PDF file.
And using FRX2Any you can generate PDF document from your VFP code. It provides a full set of functions that accomplish that task.
