I've also seen this behavior within the debugger and it has been quite frustrating, especially since this used to work like a charm in version 7. Because of this, I don't even use breakpoints anymore - I just put a SET STEP ON in the method code where I want to break and that will reliably bring up the debugger at the right spot.
