Winan,
as Hilmar said this is almost impossible, but you can make it a bit harder by disabling usb ports on the pc's so removable drives can't be used. also if these are files that the users do not need to see you can put them in folders and set the permission for the domain admin only so they won't see the folders.

EDIT: sorry i didn't see your above posting about trying to disable the usb ports. this is done in bios.
