Got a call from MS - this was just due to them working on and updating the site. It seems that some people were getting the error and some weren't. Earlier today I was still getting the message, but now I'm getting in fine. Thanks for your reply.

I can login on the Partners site via passport, but when I try to go to the downloads page, it asks me to login again and then I get the "unavailable" message. This has been going on for two days.
