Hi John,
look in the "WINDOWS\Downloaded Program Files" folder, there should be an item "DLC Class", select it->right-click->Remove.
The next time you download something from MSDN site the File Transer Control should be installed again automatically.
there is also a doc on "Downloads with Windows XP Service Pack 2", I don't know if it's your case, but you should read it, maybe it help:
