10-20 users is not a whole lot of users. Are you using views? If so, are they in a shared DBC? Perhaps your issue is locking contention in the DBC. See this topic in the wiki...

This issue comes into play with about 10 users, so I've heard. What I do is create a dedicated DBC for views and embed this dbc in the exe, so each user has his own dbc for views.
