Some versions of Visual FoxPro include an icon editor. It is on the CD, but you have to install it separately. I am not sure whether it is included in the latest versions.
Or, you can probably find many free icon editors at
www.download.com, or perhaps at
www.tucows.com. But I don't know any specific program, to recommend right now.
