Bulgarian Telecomunication Company(BTC) offer just that kind of service. They have a set of numbers starting with 0700 wich is paid support. According agreement between firm which use it charge different $/min. But there is obligation every firm to write in their materials how much they charge. Cost of the service is standard BTC fee+5%
