You hv chosen very dificult thing to accomplish...
It might be possible to improve html output by tuning report and/or customising HTML listener, but it is the BROWSER preview/print engine that has problem.
It can drive you mad, even when you directly constructing HTML, so I wld not put high hopes for VFP9 report engine to do miracles.
I tried while ago to do similar thing in HTML where paging was
strict request - and had to give it all up in favour of custom built PDF!
So, have look at XFRX tool here in downloads, it does very good job
'out of the box', outputing frx to alternative formats and see what format best suits your needs.

It is not frx converter, but class for writing custom reports in code.
It supports TXT,HTML,XLS and PDF via commercial XFRX/PDFL library.
