It's a shorthand notation for date constants in a way that they be compiled correctly, independent of the Set Date setting at compile time. Can't remember which thread it was in (but sure wasn't more than a week ago). You can use slash or hyphen as separator as well (not the comma). I think it was David Frankenbach or Paul Vlad who found this, but don't trust my word - I'm just getting dizzy trying to keep track on all this.
