What I'd do is to strip the pathname from sys(16,1), and check if there's a config.fpw in that directory. If there's none, the .exe can write one for itself with some defaults. Later, user (or the .exe) can make changes in it. So only in the first run it will go without one (but then it may issue a message "setup is complete, restarting app..."; sounds familiar?).
