You should google DCOMCNFG to get the info you need, but, you basically find your server in DCOMCNFG and, under Security, add Custom Access and Custom Launch permissions for the account you're concerned with. I only use it when I have to for VFP COM EXEs the are called from VFP mtdll web applications.
Yes, I would register it in your setup..
