All of this depends on a risk-analysis. I believe your city has a Fire Department. That is because they did a risk-analysis and determined that fire was a possible hazard and it is the government's obligation (City gov. in this case) to provide protection of life and property.

These countries live near known tectonic faults. Earthquakes and tsunamis have happened before, even if one or two per century. The technology exists and it is relatively inexpensive. They should have warned the people to move to higher ground. Sirens, radio and TV are not an expensive solution. It is an easy run civil emergency system.
