Look at the Castelle FaxPress product. It is a fax server appliance that uses TCP/IP or IPX. There is an SDK available. It also works as a print driver that can be accessed through printer dialogs as well. There is an add-on that allows faxes to be routed through Exchange server where the fax is a TIFF attachment.
