As far as I remember, back in early seventies, when I first heard this term, its meaning was "how many times can USA and USSR destroy each other". Back then (someone better help me with correct figures) the overkill factor was about seven. By the end, it was about 400.
And so the big thing which proved capitalism was better was that it could spend more money on weapons. I'm not really convinced anymore.
